Dead dogs dumped on the side of the rode?

I was driving home, and noticed 2 dead dogs on the side of the road where there is empty field. I guess the owner wanted to get rid of the bodies.... I dont know if i should call somewhere or just leave it be. I just thought it was wierd that its 2 dogs that are dead and they are obviously from the same owner....one is in a box, and the other one seemed to have been in the trashcan that lay next to it. I think they are both pit bulls, but i didnt get out of my car to take a closer look...
