If cuts are going to hit the north harder then why make them there?

Nick Clegg says that cash will be available for areas hardest hit , but wouldnt be easier seing as the areas are already identified just to exempt these areas form cuts altogether and focus the cuts on the more resilientareas in the south east . Otherwise all you are doing are taking with one hand and giving back with the other right ? A costly exercise that achieves what exactly ?
